Abstract

The demographic dividend access in the population represents, the low rates of childbearing, which contributes to the transformation of the society in which the majority of the young age groups (0-14) years are represented to a society in which the age groups (15-64 years) constitute the highest percentage. However, reaching this stage requires preparations and vigorous preparation represented in addressing the most important problems and negative phenomena in society such as poverty, unemployment, lack of investments, and the poor reality of various services that will improve the social and economic situation of the individual.

The changes taking place in the age structure of the population represent the most important ways that lead to reaching the thresholds of demographic access, and this is what the Arab countries are seeking at present, including Iraq, after observing what the developed countries and some developing countries have reached in this path. The decline in the size of dependent groups (young people and the elderly), represents the most important pillar of comprehensive development with the availability of job opportunities, at a time when these groups in Basra governorate made up 52.8%, compared to 43.5% for the young and 3.7% for the elderly.
