Abstract

The transformations adopted by the Popular Mobilization Forces during and after the victory over the terrorist organization ISIS in 2017 constitute a form of soft power employed by the Popular Mobilization Forces. This strategy focuses on peacebuilding in a society that has endured armed conflict, in addition to providing services to several liberated cities after their infrastructure was destroyed. It also contributes to offering civilian and humanitarian assistance during crises and natural disasters within and outside Iraq.

 

This research aims to examine the transformations that have emerged within the structure of the Popular Mobilization Forces in the form of humanitarian aid, which has provided significant assistance to various segments of the Iraqi society. It serves as an important supplement to the local government's efforts, while monitoring the volume and types of aid provided outside Iraq, such as the assistance extended after the earthquake that struck the Syrian Arab Republic on February 6, 2023.
