Abstract

This study presents a systematic analysis of the contents of the United Nations Secretary-General reports issued between 2016 and 2023 concerning the terrorist organization "ISIS," aiming to clarify the nature of the threat posed by the organization and to assess the effectiveness of the international response in confronting it. The focus is on the role of the United Nations in coordinating security and intelligence efforts, combating terrorism financing, countering extremist discourse, as well as supporting member states in building their institutional and legal capacities. The study concluded that ISIS managed to adapt to military pressures by reshaping itself within decentralized networks, benefiting from the digital space and politically and socially fragile areas. In contrast, the United Nations adopted a comprehensive approach combining security measures, ideological and social treatments, regional and international cooperation, establishing a sustainable international coordination strategy, and developing confrontation tools in line with the changing nature of threats.
